Arizona Legislature Passes Prop 400 Bill and Adjourns Longest Ever Session

Yesterday, Arizona Lawmakers returned to the Capitol after a seven week-long break and passed a compromise bill to refer the extension of the Proposition 400 transportation tax to the 2024 ballot. The measure now goes to Governor Hobbs, who is expected to sign it. About half of the Republican caucus voted for the bill and all but one Democrat voted for it.

Also headed to the Governor’s desk is a slightly-altered version of a rental tax preemption bill. While Hobbs vetoed an earlier version of this concept, changes were made to address her objections.

After 204 days, the Arizona Legislature adjourned its regular session sine die. This is the longest session of the legislature ever and more than twice as long as the prescribed 100 days.

WMSD Static Torque Test Implementation

On April 20, 2023, WMSD sent out a letter informing Vapor Recovery Registered Service Agencies of new Static Torque Test requirements applicable to vapor recovery gasoline dispensing sites. The letter contains information on the test procedure and necessary equipment. A copy may be found here.

We have completed the Registered Service Representative (RSR) training on July 17 and 18th, and expect that RSRs will conduct the Static Torque Test during required vapor recovery testing at gasoline dispensing sites beginning September 1, 2023.

Failure to conduct the Static Torque Test beginning September 1, 2023 may result in enforcement action.
