Director Report – Arizona Coronavirus Update

On March 23, Governor Ducey released an executive order classifying “essential services” that includes both gas stations and convenience stores and businesses “needed for transportation”. This is a proactive measure and is not tied to an enhanced restrictions or closures at this time. See press release here.

Last week, the Governor issued an executive order that defers the requirements to renew Arizona drivers licenses (including CDLs) with expiration dates between March 1, 2020 and September 1, 2020 by 6 months. It also defers requirements to submit a medical clearance card for CDLs until September 1, 2020.

It is anticipated that Arizona may consider a waiver and/or enforcement discretion for the RVP transition from winter blend gasoline to summer blend. The law requires RVP changeover at the terminal level by May 1 and at retail by June 1. APMA is monitoring these discussions closely.

On March 31, the state issued an enforcement discretion letter regarding fuels. It specifically addresses the the northern parts of the state with unique RVP limits that step down on April 1 and also the impacts of the federal EPA fuel waiver for the state. It does not allow sale of conventional gasoline in the CBG-covered area or supply of gasoline exceeding the RVP standards set by the pipeline schedule. On Saturday, APMA and WSPA submitted a joint letter requesting a waiver. APMA continues to monitor the situation at the terminals and at retail.

On Monday, Governor Ducey gave a “stay home, stay healthy, stay connected” order for Arizona lasting through April 30. Previously, Governor Ducey released an executive order classifying “essential services” that includes both gas stations and convenience stores as well as businesses “needed for transportation” and “supply chain for critical industries”.

Yesterday’s order advises essential businesses to implement procedures to facilitate physical distancing and spacing of individuals of at least 6 feet.
