APMA Opposes California Bill on Refinery Minimum Supply Requirements
Last week, the APMA Board of Directors voted to oppose a last minute bill in the California Legislature. SB 950 as amended would give the California Energy Commission (CEC) authority to require refiners to maintain a minimum supply of fuel in the state in an effort to prevent price spikes. This proposal raises serious concerns about supplies of fuel coming to Arizona that could be withheld to satisfy the California regulations. See the letter of opposition here.
When the bill did not pass before the regular session adjourned, Governor Newsom called a special session to address the measure. Currently, the California Assembly has agreed to the special session but the California Senate has taken the position that it will not convene this fall despite the Governor’s call. APMA continues to monitor the issue.
