City of Tempe Passes Tobacco Retailer Licensing Ordinance On October 26, 2023, the Tempe City Council passed an ordinance requiring tobacco and vapor retailers to obtain a license and be subject to penalties and suspension of sales for failing underage sales inspections. There is no effective date in the legislation, so stay tuned for more information on when licensure begins.
